Summary

Under the direction of the Director of Operations, the Senior FCA Examiner, will serve in a leadership role for OE operational planning and budgeting, OE management reporting, OE procurement planning and activities, internal controls, and other ad hoc analysis or reports as requested by OE and FCA management. The examiner will also contribute to developing and overseeing on the job training and development programs to build needed operational skills in the Office of Examination (OE).

Duties

Help

As a Senior FCA Examiner, you will:

  • Administer systems to ensure the effective execution of OE operations programs, including development of OE operating plans and budget, OE management reports, OE procurement planning and activities and internal audits or reviews, as requested.
  • Manage significant OE operational programs and projects.
  • Provide or assist with on-the-job training, provide performance feedback, and oversee assigned staff to ensure adherence to Agency and OE objectives, policies, and procedures.
  • Communicate and meet regularly with OE and division management to discuss various aspects of OE operational programs, including planning, budgeting, management reporting, and relevant examination and staffing information or activities.
  • Communicate and meet regularly with high-level OE and FCA senior executives and occasionally with the FCA Board of Directors to discuss OE's operational programs and results, emerging risks and issues, and other matters as they arise.
  • Develop OE management reports, briefings materials, and other written communications to OE senior management and/or the FCA Board. In collaboration with OCPA, contribute to external FCA reporting to external stakeholders.
  • Maintain constructive and effective working relationships with all stakeholders

Qualifications

You may qualify at the VH-40 (GS-14) band level if you have one year of specialized experience equivalent to the VH-39 (GS-13) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and is defined as experience serving as an Examiner in Charge and experience examining financial institutions for adherence to regulations and laws.

Desirable Qualifications
Experience developing or assisting with the development of fiscal year OE Operations Plan and Budget and OE management reporting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

  • Locality pay is added to base salary using on the following duty station locality rates: Bloomington, MN, 26.89%; Irving, TX, 26.87%; McLean, VA, 32.99%; Greenwood Village, CO, 29.55%; Sacramento, CA, 28.80%
